This PR created a mock webhook server in the tests and added integration
tests for generic webhooks.
It also fixes bugs in package webhooks and pull request comment
webhooks.
This also corrected an error on the package webhook. The previous
implementation uses a `User` struct as an organization, now it has been
corrected but it will not be consistent with the previous
implementation, some fields which not belong to the organization have
been removed.

This PR introduces a new event which is similar as Github's. When a new
commit status submitted, the event will be trigged. That means, now we
can receive all feedback from CI/CD system in webhooks or other notify
systems.

- Move `UpdateRepositoryUnit` and `SetRepoDefaultBranch` from models to
service layer
- Remove schedules plan from database and cancel waiting & running
schedules tasks in this repository when actions unit has been disabled
or global disabled.

Provided a webhook trigger for requesting someone to review the Pull
Request.
Some modifications have been made to the returned `PullRequestPayload`
based on the GitHub webhook settings, including:
- add a description of the current reviewer object as
`RequestedReviewer` .
- setting the action to either **review_requested** or
**review_request_removed** based on the operation.
- adding the `RequestedReviewers` field to the issues_model.PullRequest.
This field will be loaded into the PullRequest through
`LoadRequestedReviewers()` when `ToAPIPullRequest` is called.
After the Pull Request is merged, I will supplement the relevant
documentation.
Previously, there was an `import services/webhooks` inside
`modules/notification/webhook`.
This import was removed (after fighting against many import cycles).
Additionally, `modules/notification/webhook` was moved to
`modules/webhook`,
and a few structs/constants were extracted from `models/webhooks` to
`modules/webhook`.
