Fix duplicate dropdown dividers (#32760)
Fix #27466

The problem is that any item in the menu could be hidden, pure CSS won't
work, and dropdown's builtin "hideDividers" doesn't work with our "scope
dividers". The newly introduced "archived" label makes the dividers
regression more.

Fix a number of typescript issues (#32308)
- Prefer
[window.location.assign](https://developer.mozilla.org/en-US/docs/Web/API/Location/assign)
over assigning to
[window.location](https://developer.mozilla.org/en-US/docs/Web/API/Window/location)
which typescript does not like. This works in all browsers including
PaleMoon.
- Fix all typescript issues in `web_src/js/webcomponents`, no behaviour
changes.
- ~~Workaround bug in `@typescript-eslint/no-unnecessary-type-assertion`
rule.~~
- Omit vendored file from type checks.
- `tsc` error count is reduce by 53 with these changes.

Convert frontend code to typescript (#31559)
None of the frontend js/ts files was touched besides these two commands
(edit: no longer true, I touched one file in
61105d0618
because of a deprecation that was not showing before the rename).

`tsc` currently reports 778 errors, so I have disabled it in CI as
planned.

Everything appears to work fine.

Add initial typescript config and use it for eslint,vitest,playwright (#31186)
This enables eslint to use the typescript parser and resolver which
brings some benefits that eslint rules now have type information
available and a tsconfig.json is required for the upcoming typescript
migration as well. Notable changes done:

- Add typescript parser and resolver
- Move the vue-specific config into the root file
- Enable `vue-scoped-css/enforce-style-type` rule, there was only one
violation and I added a inline disable there.
- Fix new lint errors that were detected because of the parser change
- Update `i/no-unresolved` to remove now-unnecessary workaround for the
resolver
- Disable `i/no-named-as-default` as it seems to raise bogus issues in
the webpack config
- Change vitest config to typescript
- Change playwright config to typescript
- Add `eslint-plugin-playwright` and fix issues
- Add `tsc` linting to `make lint-js`

Fix overflow menu flickering on mobile (#31484)
The overflow menu button was incorrectly included in the measurement of
the width of the items. As a result, it could get stuck in a loop
alternating between different measurements as the button appears and
disappears.

Rework and fix stopwatch (#30732)
Fixes https://github.com/go-gitea/gitea/issues/30721 and overhauls the
stopwatch. Time is now shown inside the "dot" icon and on both mobile
and desktop. All rendering is now done by `<relative-time>`, the
`pretty-ms` dependency is dropped.

Note for tippy:
Previously, tippy instances defaulted to "menu" theme, but that theme is
really only meant for `.ui.menu`, so it was not optimal for the
stopwatch popover.

This introduces a unopinionated `default` theme that has no padding and
should be suitable for all content. I reviewed all existing uses and
explicitely set the desired `theme` on all of them.

Right align the "Settings" menu item in overflow-menu (#30764)
I guess there could be enough people liking to make the Settings menu
item right aligned. As a site admin, I found it's easier to find the
right-aligned Settings menu item.

Tested with various sizes:

Enforce trailing comma in JS on multiline (#30002)
To keep blame info accurate and to avoid [changes like
this](https://github.com/go-gitea/gitea/pull/29977/files#diff-c3422631a14edbe1e508c4b22f0c718db318be08a6e889427802f9b6165d88d6R359),
it's good to always have a trailing comma, so let's enforce it in JS.

This rule is completely automatically fixable with `make lint-js-fix`
and that's what I did here.

Prevent layout shift in <overflow-menu> items (#29831)
There is a small layout shift in when active tab changes. Notice how the
actions SVG is unstable:

This is because the active item with bold text is wider then the
inactive one. I have applied [this
trick](https://stackoverflow.com/a/32570813/808699) to prevent this
layout shift. It's only active inside `<overflow-menu>` because I wanted
to avoid changing HTML and doing it in regular JS would cause a flicker.
I don't expect us to introduce other similar menus without
`<overflow-menu>`, so that place is likely fine.

I also changed the weight from 500 to 600, slightly reduced horizontal
padding, merged some tab-bar related CSS rules and a added a small
margin below repo-header so it does not look so crammed against the
buttons on top.

Use Temporal.PlainDate for absolute dates (#29804)
Use the upcoming
[Temporal.PlainDate](https://tc39.es/proposal-temporal/docs/plaindate.html)
via polyfill. If there is any remaining bugs in `<absolute-date>` this
will iron them out. I opted for the lightweight polyfill because both
seem to achieve our goal of localizeable absolute dates.

- With
[`@js-temporal/polyfill`](https://www.npmjs.com/package/@js-temporal/polyfill)
chunk size goes from 81.4 KiB to 274 KiB
- With
[`temporal-polyfill`](https://www.npmjs.com/package/temporal-polyfill)
chunk size goes from 81.4 KiB to 142 KiB

2. Rename `<gitea-origin-url>` to `<origin-url>` and make filenames
match.

Fix gitea-origin-url with default ports (#29085)
When setting `url.host` on a URL object with no port specified (like is
the case of default port), the resulting URL's port will not change.
Workaround this quirk in the URL standard by explicitely setting port
for the http and https protocols.

Extracted the logic to a function for the purpose of testing. Initially
I wanted to have the function in utils.js, but it turns out esbuild can
not treeshake the unused functions which would result in the
webcomponents chunk having all 2kB utils.js inlined, so it seemed not
worth.

Refactor locale number (#24134)
Before, the `GiteaLocaleNumber.js` was just written as a a drop-in
replacement for old `js-pretty-number`.

Actually, we can use Golang's `text` package to format.

This PR partially completes the TODOs in `GiteaLocaleNumber.js`:

> if we have complete backend locale support (eg: Golang "x/text"
package), we can drop this component.
> tooltip: only 2 usages of this, we can replace it with Golang's
"x/text/number" package in the future.

This PR also helps #24131

Use auto-updating, natively hoverable, localized time elements (#23988)
- Added [GitHub's `relative-time` element](https://github.com/github/relative-time-element)
- Converted all formatted timestamps to use this element
- No more flashes of unstyled content around time elements
- These elements are localized using the `lang` property of the HTML file
- Relative (e.g. the activities in the dashboard) and duration (e.g.
server uptime in the admin page) time elements are auto-updated to keep
up with the current time without refreshing the page
- Code that is not needed anymore such as `formatting.js` and parts of `since.go` have been deleted

Replaces #21440
Follows #22861

Introduce GiteaLocaleNumber custom element to handle number localization on pages. (#23861)
Follow #21429 & #22861

Use `<gitea-locale-number>` instead of backend `PrettyNumber`. All old
`PrettyNumber` related functions are removed. A lot of code could be
simplified.

And some functions haven't been used for long time (dead code), so they
are also removed by the way (eg: `SplitStringAtRuneN`, `Dedent`)

This PR only tries to improve the `PrettyNumber` rendering problem, it
doesn't touch the "plural" problem.

Polyfill the window.customElements (#23592)
Related: #23590

Reference:

It seems that there are some users using old browsers, so the
`window.customElements` need polyfill.

The Custom Elements would help a lot for Gitea's UI problems, including:

* `<span class="js-pretty-number">`
* `<time data-format>`

So it's worth get polyfill.

Introduce customized HTML elements, fix incorrect AppUrl usages in templates (#22861)
This PR follows:
* #21986
* #22831

This PR also introduce customized HTML elements, which would also help
problems like:
* #17760
* #21429
* #21440

With customized HTML elements, there won't be any load-search-replace
operations, and it can avoid page flicking (which @silverwind cares a
lot).

# FAQ

## Why the component has the prefix?

As usual, I would strongly suggest to add prefixes for our own/private
names. The dedicated prefix will avoid conflicts in the future, and it
makes it easier to introduce various 3rd components, like GitHub's
`relative-time` component. If there is no prefix, it's impossible to
introduce another public component with the same name in the future.

## Why the `custcomp.js` is loaded before HTML body? The `index.js` is
after HTML body.

Customized components must be registered before the content loading.
Otherwise there would be still some flicking.

`custcomp.js` should have its own dependencies and should be very light,
so it won't affect the page loading time too much.

## Why use `data-url` attribute but not use the `textContent`?

According to the standard, the `connectedCallback` occurs on the
tag-opening moment. The element's children are not ready yet.

## Why not use `{{.GuessCurrentOrigin $.ctx ...}}` to let backend decide
the absolute URL?

It's difficult for backend to guess the correct protocol(scheme)
correctly with zero configuration. Generating the absolute URL from
frontend can guarantee that the URL is 100% correct -- since the user is
visiting it.
