refactor: 'compile' it's deprecated
`compile` it's deprecated since Gradle 6.0 and been discouraged since Gradle 3.4.
We should use `implementation` and `api` instead because `compile` will be removed in Gradle 7.0.

- move common functions to functions.gradle
- use dependency aliases whenever possible
- update to gradle 2.1
- cleanup build.gradle files with proper spacing
- remove duplicated blocks
- compile incrementally (java)
