Fix EpollServerSocketConfig.isFreebind()

Motivation:

EpollServerSocketConfig.isFreebind() throws an exception when called.

Modifications:

Use the correct getsockopt arguments.

Result:

No more exception when call EpollServerSocketConfig.isFreebind()
