Introduce BrotliEncoder (#11256)

Motivation:
Currently, Netty only has BrotliDecoder which can decode Brotli encoded data. However, BrotliEncoder is missing which will encode normal data to Brotli encoded data.

Modification:
Added BrotliEncoder and CompressionOption

Result:
Fixes #6899.
