Fix HttpContentEncoder does not handle multiple Accept-Encoding (#9557)
Motivation: At the current moment HttpContentEncoder handle only first value of multiple accept-encoding headers. Modification: Join multiple accept-encoding headers to one separated by comma. Result: Fixes #9553
