Motivation:

See #3746.

Modifications:

Fork SpscLinkedQueue and SpscLinkedAtomicQueue from JCTools based on 7846450e28

Result:

Add SpscLinkedQueue and SpscLinkedAtomicQueue and apply it in LocalChannel.
