make Slf4JLoggerFactory be singleton (#11253) ...

Motivation:

The current initialization of Slf4JLoggerFactory is not singleton.

Modification:

Use Slf4JLoggerFactory.INSTANCE to initialize Slf4JLoggerFactory.

Result:

The instance of Slf4JLoggerFactory became a singleton.
