It is also desirable for some applications to be able to disable the priority algorithm altogether for performance reasons. Modifications: Abstract the stream byte assignment logic (renamed allocation->assignment for clarity) behind an interface `StreamByteAssigner` with a single implementation `PriorityStreamByteAssigner`.
