Motivation: jdk.tls.client.enableSessionTicketExtension property must be respect by OPENSSL and OPENSSL_REFCNT SslProvider to ensure a consistent behavior. Due a bug this was not the case and it only worked for OPENSSL_REFCNT but not for OPENSSL.
