[API Change] Improve EventListener::OnFlushCompleted interface

Summary:
EventListener::OnFlushCompleted() now passes a structure instead
of a list of parameters.  This minimizes the API change in the
future.

Test Plan:
listener_test
compact_files_test
example/compact_files_example
