Reduce tail prefetching from 512KB to 4KB

Summary: https://github.com/facebook/rocksdb/pull/4159 has a merging conflict so it can't be easily merged. To minimize the risk of merging, we just simply change 512KB to 4KB. It should be OK for MyRocks.

Test Plan: Make all check
