Make CompactRange and GetApproximateSizes work with timestamp (#7684)
Summary: Add timestamp to the `CompactRange()` and `GetApproximateSizes` range keys if needed. The bug could cause keys to be truncated when read from the index leading to wrong read results or other unexpected behavior.
