Allow applying CompactionFilter
outside of compaction (#8243)
Summary: From HISTORY.md release note: - Allow `CompactionFilter`s to apply in more table file creation scenarios such as flush and recovery. For compatibility, `CompactionFilter`s by default apply during compaction.
