Put build size checking logic in Makefile (#9989)

Summary:
... for better maintainability, in case of Makefile changes /
refactoring. This is lightly modified from rocksd-lego-determinator, and
will be used by Meta-internal CI with custom REPORT_BUILD_STATISTIC
