Import library for DLL (i.e. rocksdb-shared.lib) requires ARCHIVE DESTINATION. (#4832)

Summary:
`rocksdb-shared.lib` is missing while `rocksdb.lib` and `rocksdb-shared.dll` are installed correctly.
Add `ARCHIVE DESTINATION` to fix this issue.
