Summary: This patch adds OptionsUtil::LoadOptionsFromFile() and OptionsUtil::LoadLatestOptionsFromDB(), which allow developers to construct DBOptions and ColumnFamilyOptions from a RocksDB options file. Note that most pointer-typed options such as merge_operator will not be constructed.
