Summary:
Add kSstFileTier to ReadTier, which allows Get and MultiGet to
read only directly from SST files and skip mem-tables.
kSstFileTier = 0x2 // data in SST files.
// Note that this ReadTier currently only supports

Test Plan: add new test in db_test.
