Dhruba Borthakur a58d48de79 Implement ReadWrite locks for leveldb
Summary:
Implement ReadWrite locks for leveldb. These will be helpful
to implement a read-modify-write operation (e.g. atomic increments).

Test Plan: does not modify any existing code
