Summary: IteratorIterator::IsOutOfBound() and IteratorIterator::MayBeOutOfUpperBound() are two functions that related to upper bound check. It is hard for users to reason about this complexity. Consolidate the two functions into one and assign an enum as results to improve readability. Pull Request resolved: https://github.com/facebook/rocksdb/pull/7200 Test Plan: Run all existing test.
