Summary: I noticed we were building against zstd 1.3.0 which is missing optimizations that our fbcode customers have (they're on zstd 1.3.5). Ran `./build_tools/update_dependencies.sh` to catch us up. Omitted the changes it made for gcc-4.8 since it's broken.
