Summary: Valgrind had false positive complaints about the initialization pattern for `GetCurrentTime()`'s argument in #2480. We can instead have the client initialize the time variable before calling `GetCurrentTime()`, and have `GetCurrentTime()` promise to only overwrite it in success case.
