Jay Zhuang a3066ee75c Fix checkpoint_test hang (#7849) ...

Summary:
`CheckpointTest.CurrentFileModifiedWhileCheckpointing` could hang
because now create checkpoint triggers flush twice. The test should wait
both flush done.
