Summary: `IntraL0CompactionAfterFlushCheckConsistencyFail` was flaky by sometimes failing due to no intra-L0 compactions happening. I was able to repro it by putting a `sleep(1)` in the compaction thread before it grabs the lock and picks a compaction. This also showed other intra-L0 tests are affected too, although some of them exhibit hanging forever rather than failing. The problem was that all the flushes/ingestions could finish before any compaction got picked, so it would end up simply picking all the files that the test generates for L0->L1. But, these tests intend only the first few files to be picked for L0->L1, and the subsequent files to be picked for intra-L0. This PR adjusts the sync points of all the intra-L0 tests to enforce this. RocksDB: A Persistent Key-Value Store for Flash and RAM Storage
RocksDB is developed and maintained by Facebook Database Engineering Team. It is built on earlier work on LevelDB by Sanjay Ghemawat (sanjay@google.com) and Jeff Dean (jeff@google.com)
This code is a library that forms the core building block for a fast key-value server, especially suited for storing data on flash drives. It has a Log-Structured-Merge-Database (LSM) design with flexible tradeoffs between Write-Amplification-Factor (WAF), Read-Amplification-Factor (RAF) and Space-Amplification-Factor (SAF). It has multi-threaded compactions, making it especially suitable for storing multiple terabytes of data in a single database.

The public interface is in include/. Callers should not include or
rely on the details of any other header files in this package. Those
internal APIs may be changed without warning.
