Scylla JMX proxy

Current scylla.spec fails build on Fedora 27, since python2-pystache is new package name that renamed on Fedora 28. But Fedora 28's python2-pystache has tag "Provides: pystache", so we can depends on old package name, this way we can build scylla.spec both on Fedora 27/28.
