xmlrules.in: use pattern rules to enable dependencies

This will allow a dependency to be specified as done in libX11:

%.html: %.xml $(dist_spec_DATA)
	$(AM_V_GEN)$(XMLTO) $(XMLTO_FLAGS) xhtml-nochunks $<
