CompareISOLatin1Lowered: constify arguments

Allows callers to avoid deconstifying arguments when calling, fixing
gcc warning:

filter.c: In function 'PictureGetFilterId':
filter.c:59:2: warning: cast discards qualifiers from pointer target type
