Edit admin permissions
### Parameters:

|user\_id|[Username, chat ID, Update, Message or InputUser](../types/InputUser.md) | Optional|The user ID|
|is\_admin|[Bool](../types/Bool.md) | Yes|Should the user be admin?|

### Can bots use this method: **NO**
