`setCacheTime(...)` now returns `AnswerCallbackQuery`
## EditMessageLiveLocation
`setLongitud(...)` corrected requireNonNull check
`setLatitude(...)` corrected requireNonNull check
## Suggestion
Removed `Objects.requireNonNull(chatId)` check from methods which can have `inline_message_id` instead of `chat_id`
