- Switch to BCP-47 was to move away from hideous java locale toString
 - mnc1 padded to mnc01
 - mnc10 padded to mnc010

aba540885e Gradle Refresh 
- move common functions to functions.gradle
 - use dependency aliases whenever possible
 - update to gradle 2.1
 - cleanup build.gradle files with proper spacing
 - remove duplicated blocks
 - compile incrementally (java)
