Admin permissions of a user in a legacy group were changed

Attributes:

chat_id	int	Yes	Chat ID
user_id	int	Yes	ID of the (de)admined user
is_admin	Bool	Yes	Whether the user was rendered admin
version	int	Yes	Used in basic groups to reorder updates and make sure that all of them was received.
