Sends a text message to a secret chat.

Parameters:

peer	Secret chat ID, Update, EncryptedMessage or InputEncryptedChat	Secret chat ID	Yes
data	bytes	TL-serialization of DecryptedMessage type, encrypted with a key that was created during chat initialization	Yes

Return type: messages.SentEncryptedMessage
