Make a user admin in a legacy group.

Parameters:

Name Type Description Required
chat_id Username, chat ID, Update, Message or InputPeer The chat ID (no supergroups) Optional
user_id Username, chat ID, Update, Message or InputUser The user to make admin Optional
is_admin Bool Whether to make him admin Yes

Return type: Bool

Can bots use this method: NO
