Send typing notification to secret chat

Parameters:

peer	Secret chat ID, Update, EncryptedMessage or InputEncryptedChat	The secret chat where to send the notification	Yes
typing	Bool	Set to true to enable the notification, false to disable it	Yes

Return type: Bool
