Edit admin permissions

Parameters:

chat_id Username, chat ID, Update, Message or InputPeer The chat ID (no supergroups) Optional
user_id Username, chat ID, Update, Message or InputUser The user ID Optional
is_admin Bool Should the user be admin? Yes

Return type: Bool

Can bots use this method: NO
