Mark messages as read in secret chats

Parameters:

peer	Secret chat ID, Update, EncryptedMessage or InputEncryptedChat	The secret chat where to mark messages as read	Yes
max_date	int	Maximum date of messages to mark	Yes

Return type: Bool
